近兩年受新冠肺炎疫情影響，嚴重衝擊既有產業與經濟活動，因此，國發會與2022年2月推出「亞洲．矽谷2.0」政策，藉由國發基金創業天使投資方案額度提高至100億元、經濟部600億元青創貸款再加碼250億元、金管會開設臺灣創新板和戰略新板等，擴大投資促進企業創新，也為創業家提供多元資金來源。而且在數位經濟時代的發展趨勢之下，透過投資或融資方式，提供企業發展及公共建設所需資金活水，促進經濟創新及加速國際產業朝向數位化轉型。

為因應企業資金需求所衍生出各種不同類型的計畫書，也因對象不同而有所區分，不同的資金來源對應著不同的計畫書內容需求，但是整體來說不外乎是4大種類、3大重點。4大種類指:籌(募)資計畫、融資計畫、補助計畫、營運(經營)計畫；3大重點指:計畫構想、團隊分工及資源需求。

以下先就計畫書4大種類簡單介紹。

計畫書4大類型

1.籌(募)資計畫

籌(募)資計畫書主要係針對企業準備投資的項目或需用資金的項目，涉及的各項資源彙總，以及對投資成本、收益、可行性分析的計畫書。

籌(募)資管道非常廣泛，通常為基金、投資公司、一般公司或是自然人。

2.融資計畫

融資計畫書係企業欲借用資金對外說明的文件，包含決策所關心的全部內容，例如企業商業模式、產品和服務模式、市場分析、融資需求、運作計畫、競爭分析、財務分析、風險分析等內容。

融資提供者通常為銀行、基金、租賃公司等等。

3.補助計畫

補助計畫主要係向政府相關單位申請對於企業或是個案的資金挹注，也可以看成是政府的一種政策工具，藉由補助計畫可推動產業發展。依據各產業之特性、研發、技術等不同面向，進行多種補助計畫，目前主要是以經濟部、國發會為主要補助窗口，其餘科技部、農委會、原民會等不同產業主管機關亦有提供不同的補助計畫申請機會，各地方政府為降低企業研發風險，刺激企業投入，扶植產業體系，促進經濟發展等目的，提供不同程度的補助資金。

4.營運(經營)計畫

營運計畫書是將公司的經營概況，描述給投資者了解的溝通工具，包括公司的經營管理系統(內容必須詳述公司的基本概況和主要經營團隊)、機會的評估及利用(內容涵蓋了公司的經營策略以及產業、市場的分析)、資源的運用及配置(包括了產品開發與技術分析、公司的行銷及財務計畫)等。

營運計畫運用的層面很廣，不管是融資、投資、申請補助、合作等等都有需要有明確且詳細的營運計畫作為評估依據。

1.計畫構想

為說明整個企業或專案的核心主軸，是企業整體的運營模式或是專案技術成果之開發運用，都需要充分的表達清楚，並且應該包括後續如何有效執行，及計畫的風險評估、預期效益與成果，可以說是正本計畫書的核心內容，也是是否具有吸引力的重點之一。

2.團隊分工

計畫的成功與否，執行的團隊是相當重要的關鍵，具有專業知識、經驗與技能的團隊及有效的計畫分工，也是投資者必定要了解的部分，擁有業界知名的人事與經驗豐富的團隊，更是計畫成功的可靠基石。

3.資源需求
